How a villa renovation actually works in Dubai

The full sequence, the approvals, the realistic timescales, and the stages where projects slip.

The sequence

Survey and feasibility — 1 to 2 weeks

We visit the villa, measure it, and look at what is actually there rather than what the original drawings say. Villas in Dubai are frequently not built exactly as drawn, and previous owners' modifications are rarely documented.

At this stage we tell you three things: roughly what your brief costs, what approvals it triggers, and whether anything in it is not achievable under your community's rules. If your budget and your brief do not meet, this is where you find out.

Design and specification — 4 to 8 weeks

Concept, layouts, 3D visuals, material specification, then the technical drawings a consultant can stamp and an authority can review.

The specification matters more than the visuals. It is where aluminium series numbers, stone thicknesses, waterproofing systems and MEP capacities get fixed. Vague specifications are how a low quotation becomes an expensive project.

Approvals — 3 to 10 weeks

This runs on two tracks and the order is not optional. In an Emaar community — Arabian Ranches, Dubai Hills Estate, Emirates Hills, The Meadows, The Springs, The Lakes:

  • Emaar Home Modification NOC through the ECM community portal. From 2026 all villa submissions go through the portal; walk-in applications at community offices are no longer accepted. Structural and external modifications go to Emaar's Design Review Committee, which adds time.
  • Dubai Municipality building permit through the BPS portal, submitted by a DM-registered consultant. DM requires the Emaar NOC reference as a supporting document.
  • Contractor registration with ECM before anyone can access the site. Staff and vehicles are registered under the company profile. This is the step most often left until the crew is at the gate, at which point a visa mismatch costs days.

On Palm Jumeirah and other Nakheel communities the developer approval route differs. On mainland DM plots there is no community NOC layer.

Build — 3 to 7 months

Demolition and strip-out, structure, MEP first fix, blockwork and plaster, waterproofing, MEP second fix, finishes, joinery, external works and landscaping, commissioning.

You get a programme with dated milestones and a weekly written return against it — what was done, what slipped, and what it does to the completion date. Delays on villa projects are normal. Delays you find out about at the end are not.

Snagging and handover — 2 to 4 weeks

We snag the villa ourselves, fix our own list, then hand you a villa to snag independently. You should expect to find things.

Handover includes as-built drawings, MEP commissioning records, warranties and material specifications. The defects liability period runs for 1 year from handover.

If you are told that removing a wall between your kitchen and living room needs no permit, get a second opinion. Whether it is load-bearing is a structural question, not a judgement a site foreman makes by tapping it.

Classification

Who is allowed to hold a structural permit

Dubai Municipality will only accept a contractor classified on its own Contractor Register as the named contractor on a structural permit. A general fit-out trade licence is not the same thing, and most residential fit-out companies in Dubai do not hold structural classification.

F4 does not. We say so.

On structural projects we hold your contract and deliver the fit-out, MEP, finishing and landscaping packages, working under a DM-classified structural main contractor, with an engineering consultancy appointed to manage the DM and community submissions. You deal with us. The permit sits with the party legally entitled to hold it.

You can verify any contractor's classification yourself on Dubai Municipality's public register. We would encourage you to check ours, and everyone else's.

Common questions

Questions villa owners ask

How long does a full villa renovation take in Dubai?

Four to nine months on site for a full villa, plus four to twelve weeks of design and four to ten weeks of approvals beforehand. A cosmetic refresh can be six to ten weeks. Structural work and Emaar Design Review Committee referrals extend the approvals stage.

Do I need to move out during a villa renovation?

For a full renovation, yes. For single-room or garden work, usually not, though you should expect noise, dust and restricted access.

How much does a villa renovation cost in Dubai?

Published market figures range from roughly AED 150 to AED 1,800 per square foot, which tells you mainly that the question is being answered badly. The number depends on scope, villa age, MEP condition and finish level. We give a real figure after a site visit.

What happens if I start renovation work without a permit?

Stop-work order, fines, and difficulty selling the villa later because the modification is unrecorded. The fine lands on the owner, not the contractor.

Do I need an Emaar NOC before the Dubai Municipality permit?

Yes. In an Emaar community the Home Modification NOC must be in hand before the DM building permit submission, because DM requires the NOC reference as a supporting document. Submitting to DM first produces an administrative rejection.

Can a fit-out contractor remove a load-bearing wall?

Only if they are classified on the Dubai Municipality Contractor Register for structural scope. A general fit-out trade licence is not the same thing, and most residential fit-out companies in Dubai do not hold structural classification.
